AMAC Disowns DOAS Over Mobile Advert Enforcement

…Unveils New Uniforms, Tech-Driven Permits for 2026

The Abuja Municipal Area Council (AMAC) has officially disclaimed the activities of the Department of Outdoor Advertisement and Screening (DOAS) regarding the collection of mobile advertisement permits, labeling their interference as an illegal overstep of constitutional boundaries.

​In a comprehensive statement released on Tuesday by Kingsley Madaki, the Senior Special Assistant on Media and Public Affairs to the AMAC Executive Chairman, the Council warned the public and corporate organizations to be wary of individuals parading in DOAS uniforms to enforce mobile advert compliance on motorists and dispatch riders.

​The Council reasserted that the power to collect Mobile Advertisement Permits within its jurisdiction resides exclusively with AMAC.

​”AMAC wishes to state categorically that the constitutional power to collect Mobile Advertisement Permits within the Abuja Municipal Area Council resides solely with the Area Council,” the statement read.

“The Council has not concessioned its constitutional powers to DOAS or any other body for the enforcement of mobile advert permits.”

​The public was urged to disregard any personnel in DOAS-inscribed uniforms, as their attempts to enforce these permits are “unauthorized and constitute an overstep of jurisdiction.”

​New Identity for Authorized Enforcement
​To prevent extortion and ensure the public can distinguish genuine officials from impostors, AMAC has unveiled a new official kit for its authorized enforcement staff.

The Council specified that the public should only recognize personnel wearing:
​A Wine-colored shirt or jacket
​Black trousers
​A Blue face cap clearly marked with AMAC Identification
​Furthermore, the Council announced that all authorized staff will soon undergo their mandatory 2026 training and retraining program to ensure professional conduct and high-level decorum in the field.

​In a move to modernize revenue collection and improve the ease of doing business, AMAC is transitioning to a technology-driven system for the 2026 fiscal year.

This new digital approach is designed to simplify the permit process for owners of branded vehicles and dispatch riders.

​According to the statement, the innovation aims to boost transparency, reduce manual paperwork, and eliminate the friction often associated with manual enforcement.

​”The goal of this new system is to help business owners avoid enforcement actions, sanctions, and disruptions to their daily operations through a seamless digital interface,” the Council noted.

​AMAC has directed its technical partner on Mobile Advert to begin the full rollout of the 2026 Permit Issuance starting in January 2026.

​The Council strongly advised all companies and vehicle owners to secure their permits early to avoid penalties.

“AMAC remains committed to building a seamless regulatory system that supports the ease of doing business within the Council,” AMAC concluded.
